RIDGWAY – While the Town of Norwood continues to grapple with Land Use Code amendments for a proposed Family Dollar store there, a building permit application has also been submitted to the Town of Ridgway to build one of the box stores on the east side of Highway 550 on Palomino Trail.
Ridgway Town Manager Jen Coates said Tuesday that a permit application for an 8,000-square-foot Family Dollar Store is still being reviewed by town Building Inspector Bill Behan.
Coates said the building proposed in the application appears to be in compliance with the town’s zoning, building and lighting codes and may not need any further review from the Ridgway Planning Commission or Ridgway Town Council.
“At this point, they haven’t requested a public hearing in front of the Planning Commission,” Coates said.
“I can’t say for certain, at this point, there will be something in this that doesn’t comply with town regulations.”
In Norwood, Family Dollar must receive sign-size and alley waivers before a store can be built, a decision that will ultimately be made by the Norwood Planning and Zoning Commission.
At an April 18 meeting of the Norwood Town Board of Trustees, the board rescinded its earlier decision, made three days before, to grant a waiver to Family Dollar of Norwood, LLC, on the maximum sign size permitted under the Land Use Code, after being told that they may not have had the legal authority to do so.
The April 18 meeting was attended by more than 50 community members, attending both in support and against the project. It was pointed out to the public that the town does not have the authority to prevent a certain type of business from coming to Norwood, so long as developers comply with its Land Use Code.
A joint work session between the Norwood Board of Trustees and the Norwood Planning and Zoning Commission has been scheduled for Monday, May 16, at the Norwood Community Center, to discuss possible amendments to the sign regulation per Norwood Land Use Code section 5.06.
Family Dollar stores, like other discount retailers such as Wal-Mart and Dollar Tree, tend to thrive in periods of economic decline.
In the spring of 2009, just as the Family Dollar Store in Montrose was expanding its food section, the Charlotte, N.C.-based company announced it would be adding 200 new stores to its 6,800 stores in 44 states across the U.S.
From 2009 to present, the company continues to do well.
Family Dollar stores offer a mix of name-brand consumable products, including an inexpensive assortment of foods and paper products as well as apparel and a seasonal mix of goods, from gift-wrap to greeting cards. The company says it aims to satisfy its core customer, described as a female head of household in her mid-40s making less than $40,000 a year.
On March 30, Family Dollar Store, Inc. officials reported a nine percent increase in net income for the second quarter of 2011, totaling $123.2 million, up significantly from the net income for the same time period in 2010 of $112.2 million.
“Over the last several years, we have accelerated capability-building investments and increased our efforts to improve the in-store shopping experience,” Family Dollar Chairman and CEO Howard Levine said in the company’s announcement of second quarter earnings. “Our performance year-to-date illustrates that we are effectively leveraging these enhanced capabilities and executing well against our business plan and delivering superior value for shareholders.”
The company’s stock went public in 1970 at $14.50 per share; on Wednesday, shares were being sold at more than $53 on the New York Stock Exchange. In 2008, the stock finished as the top performer on the S&P 500. The company’s outlook for the rest of 2011 includes an increase of net sales between 8 and 10 percent with approximately 300 new store openings and 80-100 store closings.
In Ridgway, if the application remains as it is, and there are no zoning, lighting or signage regulation issues in the application, Coates said Behan could approve the application within the next couple of weeks.
Efforts to reach the store’s development representative on the application for further information on the proposed store in Ridgway were unsuccessful by press deadline.
